VBCSD Levy History

One of the reasons this levy is on the ballot is the district has not asked for new operating money in ten years. The most recent levies for the district are:

March 2020 – renewal of 7.03 mills operating for ten years

November 2017 – renewal of a continuous 6.99 mills operating

November 2015 – renewal of a 7.11 mills emergency operating

November 2013 – new operating 5 years | 6.99 mills < – This is the LAST new money ask.

Levy votes in November 2013, August 2012, and November 2011 were unsuccessful. May 2011 saw a renewal of a 5 year 6.54 mills operating levy and then one must go back to November 2008 for the $49.9 million dollar bond issue for new money (note: a bond issue cannot be used for operating expenses).

November 2006 was then the next historical new operating levy (5.9 mills, emergency) and November 2004 with a new 5.5 mills emergency levy for 5 years as the last new money asks in the past two decades [an entire generation plus some of students!].

A YES vote on Issue 10 is worth the investment in our children and our community!

Did you know??

The School District Earned Income Tax in Issue 10 is not uncommon? In fact, 210 school districts out of the more than 600 in Ohio – approximately 1/3 of them – have some type of school district income tax. Of those, 63 are an earned income tax – the same type Citizens for Education shared information about. Remember, this income tax does NOT cover retirement pensions, social security benefits, disability and survivor benefits, annuities/IRA distributions, capital gains, and child support. Further, half the schools in the Miami Valley League – the athletic conference in which our very successful athletic teams compete – have a school district income tax?

Vandalia-Butler City Schools has not asked for new operating funds since 2013. The typical span between requests for new funds is five years. Issue 10 was not a decision taken lightly, however the board of education considered several factors before choosing to put the earned income tax issue on the ballot including:

District demographics

Current approved property tax levies

The impact of a property tax versus an income tax

An earned income tax fluctuates with what a taxpayer earns where a property tax levy is continuous regardless of earned income thus helping the taxpayer in terms of tax burden.

Financial Facts: Issue 10

Issue 10 Financial Facts:

Issue 10 is NOT a property tax levy but rather a school district earned income tax.

It has nothing to do with property values and is a viable, newer alternative to property taxes.

More than 1/3 of Ohio school districts have income taxes including half of the Miami Valley League, the athletic conference which Vandalia-Butler is a member.

Launching Issue 10 (2023)

Citizens for Education is a PAC aimed at passing Montgomery County Issue #10, a 1% school district earned income tax on May 2, 2023.
